Partisipasi Warga dan Nilai Publik dalam Kebijakan Daerah: Studi Kota Bandung

Regional autonomy positions citizen participation as a key instrument for strengthening local democracy and creating public value–oriented policies. However, in practice, citizen participation often remains procedural and has limited influence on substantive policy decisions. This study aims to analyze the forms, quality, and contribution of citizen participation to public value creation in local policies in Bandung City. The study draws on theories of citizen participation, participatory governance, and public value. A qualitative case study approach was employed. Data were collected through in-depth interviews, observation, and document analysis, and analyzed using thematic analysis. The findings indicate that although participatory mechanisms are formally available, the quality of citizen participation remains largely symbolic and has limited impact on final policy decisions. While participation contributes to policy legitimacy, it has not yet optimally generated substantive public value. These findings highlight the need to strengthen deliberative and inclusive participatory governance to enhance public value creation in local policymaking.
Otonomi daerah menempatkan partisipasi warga sebagai instrumen penting dalam memperkuat demokrasi lokal dan menciptakan kebijakan daerah yang bernilai publik. Namun, dalam praktiknya, partisipasi warga sering kali masih bersifat prosedural dan belum memberikan pengaruh substantif terhadap pengambilan keputusan kebijakan. Penelitian ini bertujuan untuk menganalisis bentuk, kualitas, dan kontribusi partisipasi warga terhadap penciptaan nilai publik dalam kebijakan daerah di Kota Bandung. Kajian ini menggunakan perspektif partisipasi warga, governance partisipatif, dan teori nilai publik. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi, serta dianalisis menggunakan analisis tematik. Hasil penelitian menunjukkan bahwa meskipun mekanisme partisipasi warga telah tersedia, kualitas partisipasi masih cenderung formalistik dan memiliki pengaruh terbatas terhadap keputusan akhir kebijakan. Partisipasi warga berkontribusi pada peningkatan legitimasi kebijakan, namun belum optimal dalam menciptakan nilai publik secara substantif. Temuan ini menegaskan pentingnya penguatan governance partisipatif yang lebih deliberatif dan inklusif di tingkat pemerintahan daerah.
