Abstract

Climate change is a complex and transboundary global challenge that requires effective environmental governance at the international level. Global environmental administration plays a crucial role in coordinating policies, programs, and international cooperation through the synergy of international organizations. This article aims to analyze the roles and contributions of international organizations in strengthening global environmental administration in addressing climate change. The research employs a qualitative descriptive approach through a literature review of international policy documents, reports from international organizations, and relevant academic publications. The findings indicate that international organizations such as the United Nations Environment Programme (UNEP), the United Nations Framework Convention on Climate Change (UNFCCC), and the United Nations Development Programme (UNDP) play strategic roles in policy formulation, facilitation of global cooperation, climate financing, and capacity building for developing countries. Nevertheless, challenges such as differing national interests, limited political commitment, and weak policy implementation remain significant obstacles. Therefore, strengthening synergy among international organizations, enhancing coordination, and sustaining global commitment are essential to achieving effective and responsive global environmental administration in addressing climate change.

Perubahan iklim merupakan tantangan global yang kompleks dan lintas negara sehingga memerlukan tata kelola lingkungan yang efektif pada tingkat internasional. Administrasi lingkungan global berperan penting dalam mengoordinasikan kebijakan, program, dan kerja sama antarnegara melalui sinergi organisasi internasional. Artikel ini bertujuan untuk menganalisis peran dan kontribusi organisasi internasional dalam memperkuat administrasi lingkungan global dalam menghadapi perubahan iklim. Metode penelitian yang digunakan adalah studi literatur dengan pendekatan kualitatif-deskriptif terhadap dokumen kebijakan internasional, laporan organisasi internasional, serta publikasi ilmiah terkait. Hasil kajian menunjukkan bahwa organisasi internasional seperti United Nations Environment Programme (UNEP), United Nations Framework Convention on Climate Change (UNFCCC), dan United Nations Development Programme (UNDP) memiliki peran strategis dalam perumusan kebijakan, fasilitasi kerja sama global, pendanaan iklim, serta peningkatan kapasitas negara berkembang. Namun demikian, tantangan seperti perbedaan kepentingan negara, keterbatasan komitmen politik, dan lemahnya implementasi kebijakan masih menjadi hambatan utama. Oleh karena itu, penguatan sinergi antarorganisasi internasional, peningkatan koordinasi, dan komitmen global yang berkelanjutan menjadi kunci dalam mewujudkan administrasi lingkungan global yang efektif dan responsif terhadap perubahan iklim
