Abstract

The accuracy of targeting social welfare programs is essentially determined by the quality of data governance, as invalid data often creates distribution issues and triggers injustice. This study specifically seeks to examine the implementation of the Integrated Social Welfare Data (DTKS) policy in Antapani Kulon Village, highlighting the dynamics, obstacles, and supporting factors within the regulatory framework of Social Affairs Ministerial Regulation No. 3 of 2021. Interestingly, this study relies on the theories of Edward III on policy implementation, Khatri and Brown on data governance, and Arnstein on community participation, thus providing a more comprehensive conceptual foundation. The chosen method is a qualitative case study approach, combining interviews, observation, and documentation, which is then analyzed using the Miles and Huberman model. The results show that although DTKS implementation has been ongoing, its effectiveness is still hampered by unclear communication, limited human resources and technical facilities, and low community participation. It is worth noting that the success of DTKS at the local level is largely determined by clear communication, adequate institutional capacity, and active community collaboration

Ketepatan sasaran program kesejahteraan sosial pada hakikatnya amat ditentukan oleh kualitas tata kelola data, sebab data yang tidak valid kerap melahirkan persoalan distribusi dan memicu ketidakadilan. Penelitian ini secara khusus berupaya menelaah implementasi kebijakan Data Terpadu Kesejahteraan Sosial (DTKS) di Kelurahan Antapani Kulon, dengan menyoroti dinamika, hambatan, dan faktor pendukung dalam bingkai regulasi Permensos No. 3 Tahun 2021. Menariknya, kajian ini bertumpu pada teori Edward III mengenai implementasi kebijakan, Khatri dan Brown tentang tata kelola data, serta Arnstein terkait partisipasi masyarakat, sehingga memberi pijakan konseptual yang lebih komprehensif. Metode yang dipilih adalah kualitatif dengan pendekatan studi kasus, memadukan wawancara, observasi, dan dokumentasi, yang kemudian dianalisis melalui model Miles dan Huberman. Hasil penelitian memperlihatkan bahwa meski implementasi DTKS telah berjalan, efektivitasnya masih terhambat oleh komunikasi yang kurang jelas, keterbatasan sumber daya manusia dan sarana teknis, serta rendahnya partisipasi warga. Patut dicatat, keberhasilan DTKS di tingkat lokal sejatinya amat ditentukan oleh kejelasan komunikasi, kapasitas kelembagaan yang memadai, serta kolaborasi aktif masyarakat.
