Pelayanan Publik dalam Bayang-Bayang Tambang: Dilema Kebijakan Pariwisata di Raja Ampat

This study examines the policy dilemma between mining downstreaming and sustainable tourism in Raja Ampat, which has led to a public service crisis. The urgency lies in the need for governance that balances economic, ecological, and social interests. Drawing on Public Service, Governance, and Sustainable Development theories, this research aims to analyze how public services operate amid policy conflicts and assess the implementation of transparency, participation, and indigenous rights protection. A qualitative case study method was employed through interviews, observations, and documentation. The findings reveal that public service in Raja Ampat remains undemocratic and biased toward industrial interests, with weak accountability and community participation. The study highlights the necessity of public service reform grounded in collaborative governance and ecological justice.
Penelitian ini dilatarbelakangi oleh dilema kebijakan antara hilirisasi pertambangan dan pariwisata berkelanjutan di Raja Ampat yang menimbulkan krisis pelayanan publik. Urgensi penelitian ini terletak pada perlunya tata kelola publik yang mampu menyeimbangkan kepentingan ekonomi, ekologi, dan sosial. Menggunakan teori Pelayanan Publik, Tata Kelola Pemerintahan, dan Pembangunan Berkelanjutan, penelitian ini bertujuan menganalisis bagaimana pelayanan publik berfungsi di tengah konflik kebijakan serta sejauh mana prinsip transparansi, partisipasi, dan perlindungan hak masyarakat adat diterapkan. Metode yang digunakan adalah kualitatif dengan studi kasus melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelayanan publik di Raja Ampat belum demokratis dan masih berpihak pada kepentingan industri, dengan lemahnya akuntabilitas dan partisipasi masyarakat. Penelitian ini menegaskan pentingnya reformasi pelayanan publik berbasis kolaborasi dan keadilan ekologis.
