Inovasi Sosialisasi Pemilu dan Tata Kelola Partisipasi Pemilih: Strategi KPU Kota Bandung Pada Pemilu 2024

The decline in voter participation poses a major challenge to local democracy quality, particularly in Bandung City, characterized by its urban and digital society. This study aims to analyze the forms and effectiveness of electoral socialization innovations implemented by the Bandung City Election Commission (KPU) to increase voter participation in the 2024 election. It applies three theoretical frameworks public digital innovation, collaborative governance, and digital political participation using a qualitative case study approach through interviews, participatory observation, and document analysis. The findings reveal that digital-based innovations, such as the “Gen Z Ambil Peran” program, and the integration of local culture successfully increased political awareness and voter turnout to 82.9%. These innovations represent institutional transformation toward participatory, inclusive, and sustainable democratic governance.
Menurunnya partisipasi pemilih menjadi tantangan serius bagi kualitas demokrasi lokal, khususnya di Kota Bandung yang memiliki karakter masyarakat urban dan digital. Penelitian ini bertujuan menganalisis bentuk dan efektivitas inovasi sosialisasi pemilu yang dilakukan KPU Kota Bandung dalam meningkatkan partisipasi pemilih pada Pemilu 2024. Kajian ini menggunakan tiga kerangka teori inovasi digital publik, tata kelola kolaboratif, dan partisipasi politik digital serta menerapkan pendekatan kualitatif dengan strategi studi kasus melalui wawancara, observasi partisipatif, dan analisis dokumen. Hasil penelitian menunjukkan bahwa inovasi KPU berbasis digital, seperti program “Gen Z Ambil Peran”, serta integrasi budaya lokal berhasil meningkatkan kesadaran politik dan partisipasi warga hingga 82,9%. Inovasi ini mencerminkan transformasi kelembagaan menuju tata kelola demokrasi yang partisipatif, inklusif, dan berkelanjutan.
