Investasi, Kinerja, Dan Hasil Publik: Keselarasan Strategis di Kota Banjar

Penelitian ini berangkat dari ketidakkonsistenan antara penguatan agenda investasi Kota Banjar dan keterhubungannya dengan hasil ekonomi lokal, sehingga evaluasi kinerja strategis diperlukan melampaui pencapaian indikator investasi. Penelitian bertujuan mengevaluasi strategic performance alignment dengan menelusuri hubungan antara sasaran investasi, realisasi, kewirausahaan, ketenagakerjaan, dan hasil ekonomi daerah. Kajian menggunakan perspektif strategic public management, strategic performance management, dan policy integration. Metode yang digunakan adalah pendekatan kualitatif dengan desain longitudinal explanatory single-case study berbasis analisis dokumen resmi dan data sekunder periode 2020–2025, menggunakan criterion-based purposive sampling, analisis tren, pemetaan target–output–outcome, serta triangulasi sumber. Hasil menunjukkan partial strategic alignment karena arah strategis telah terformalisasi, tetapi hubungan target, realisasi investasi, kualitas pekerjaan, dan hasil ekonomi belum sepenuhnya konsisten. Temuan mengidentifikasi Investment–Outcome Translation Gap dan menghasilkan Integrated Strategic Performance Alignment Framework sebagai kerangka diagnostik untuk memperkuat integrasi kebijakan, informasi kinerja, dan pembelajaran strategis lintas perangkat daerah. Kerangka ini menempatkan realisasi investasi sebagai intermediate performance output pembangunan daerah.
